Baltimore County offers the designation of CRD (Commercial Revitalization District) to county areas which demonstrate a need for financial help as well as resource support for commercial properties within the approved CRD zone.
In 2023, The Northwest Chamber of Commerce in conjunction with Baltimore County Council Chair, Julian Jones, secured the CRD designation for a large part of Owings Mills (see map for zone boundaries).
A CRD designation brings multiple resources to the businesses and property owners within the approved boundaries. Resources available through this program are;
Architect on Call (AOC) – A commercial property owner is able to obtain up to 10 free hours of professional architectural design services for exterior improvements.
Building Improvement Loan Program (BILP) – A $60,000 interest-free loan which can be used for exterior improvements such as awnings, landscaping and signage. Some minor interior and equipment improvements may also be financed.
Commercial Revitalization Tax Credit- Provides a five-year real property tax credit if physical improvements increase the assessed property value by $100,000 or more. A 10-year credit is available if improvement costs exceed $10 million.
